This approach focuses on environmental, economic, and social benefits for subsistence farming communities. It may be primarily driven by local initiatives. It includes an agreement with local farmers, individually or collectively (Village/Cooperative), the government, and technical partners, ensuring carbon rights and ownership to local farmers and communities considering land tenure regulations in Timor-Leste.

The primary goal of blue carbon farming is to enhance the climate resilience of subsistence farmers while providing them with an additional income source. Mangroves in Timor-Leste are widely distributed along the coast of North and South of the country with continuous as well as fragmented patches. The total area covering about 1,300ha, was reported by Alongi, 2014. Richards and Friess, 2015. Since the 1940s agriculture, timber, and open-for-settlement (Alongi, 2014) heavily impacted the ecosystem. 90% of Timor-Leste’s mangroves that estimated to be around 9,000ha in 1940 limited and destructed due to anthropogenic pressure. The proposed blue carbon farming innovation project will contribute to addressing some of these shortcomings by accessing climate finance to implement the activities related to mangroves restoration and conservation, staff mentoring and pieces of training, community training, community livelihoods and awareness raising at the municipal and community level.
